The former Barcelona and Inter Milan defender has agreed a four-year contract with Albion, who finalised the deal at the 11th hour on Deadline Day.
The Seagulls submitted a deal sheet to the Premier League before 5pm, granting them two more hours to complete the remaining documents before the final 7pm cut-off point.
"Martin's pedigree is excellent, and I'm delighted we have been able to add a player of his standing to our squad. There is no doubt he will improve our options in the right-back position," Brighton manager Chris Hughton told the club's website.

"He's won several domestic and European honours in Spain, and played the majority of his career in the top level of La Liga. He has a wealth of experience, at 27 years old he is a very good age, and I'm now looking forward to working with him."
Montoya has represented Spain at youth levels, from U17 through to U23, but has not made a senior appearance.


Fulham agree deal for Joe Bryan with Bristol City

Fulham continued their busy Deadline Day by signing left-back Joe Bryan from Bristol City on a four-year deal.
The 24-year-old looked set to move to Aston Villa on Wednesday, but he is now a Premier League player - having come through the ranks at Ashton Gate.
Bryan told his new club's website: "Playing against Fulham the last couple of years, the style of play has really stood out to me and it will suit me.
"The opportunity to play in the Premier League is one you can't turn down, as you may never get it again in your lifetime.
"I'm used to playing fast attacking football, so hopefully I can slot right in."
Fulham's vice-chairman and director of football operations Tony Khan said: "I'm pleased to announce that Fulham Football Club has signed Joe Bryan.
"Joe is a gifted young player, and we have seen first hand that he is a fierce competitor in our recent clashes against Bristol City in the Championship.
"He's a promising addition to the squad, and we are excited to welcome Joe to the club!"

Christopher Schindler signs new Huddersfield contract

Reigning Huddersfield Player of the Year Christopher Schindler has signed a new three-year deal with the club.
The 28-year-old German defender excelled for Huddersfield in their debut Premier League season and has agreed to stay until at least the summer of 2021.Christopher Schindler featured in all but one of Huddersfield's Premier League games last season
He joined David Wagner's team in 2016 from TSV 1860 Munich and was instrumental in their promotion to the Premier League, scoring the winning penalty in the play-off final shoot-out against Reading.
Schindler went on to feature in all but one of Town's Premier League games last season.
Wagner said: "We all knew that Schindy was a top performer after his first season at Huddersfield Town, but his quality really shone through as we played in one of the best leagues in the world last season.
"He took to the Premier League as if he has played in it all his life.
"We're absolutely delighted that he has signed this new contract at the club. It's as good as any news or incoming that we had success with during the summer transfer window.
"As well as being a superb player, he is a top character in the dressing room too, a real leader.
"I still believe that he will continue to improve as a player, too, which is very exciting for all our fans and myself too."

Roy Hodgson signs new two-year Crystal Palace contract

Roy Hodgson has signed a new two-year contract with Crystal Palace which will see him remain as their manager until the end of the 2019/20 season.

Hodgson turned Palace's form around and led them away from relegation trouble, eventually ending the season in 11th place.

"Having stood on the terraces in the 1950s, it is a wonderful thing to be managing my boyhood club all these years later.
"We can be proud of our achievements last season in turning things around despite a poor start, but this year we want to ensure we don't endure the same struggles.
